Monday, I arrived after crews removed Ballard encampment near Fred Meyer and Albert Lee stores. City cleared several times in past. Few homeless fellas returned and showed me how to get high off fentanyl residue.

Jonathan Choe is a journalist and Senior Fellow with Discovery Institute's Center on Wealth and Poverty, covering homelessness issues for its Fix Homelessness initiative.
